ERP. As part of the pre-opening and pre-operational activities of the new Talara refinery, Petroper signed with the legal representatives of the transnational companies Willia Servicios Pere S.A.C. Y Akiona Aqua S.A. Peruvian branch, Contracts to carry out the operation and maintenance of three of the five sub-units of the new treatment plant.
The process, which was assembled in December 2020 through the Electronic State Contracting Service (CEAS) and the Petroper website, involved 53 interested companies, prioritizing four techno-economic projects, from which the requested providers’ services were evaluated and selected.
Company Willia Servicios Pere S.A.C., A 10-year operation and maintenance contract for Sulfuric Acid Production, a subsidiary of Violea, a world-class French group for optimal resource management, with extensive experience in designing and applying solutions for water, waste and energy management. Plants (WSA) and concentrated sulfuric acid storage (ASC).
For its part, the company Akiona Aqua S.A. Peruvian branch Granted, in the same years, contract for operation and maintenance Sub-units for seawater desalination, Water treatment for water purification and boilers, power substation, as well as seawater collection, distribution and cooling systems. Also, closed water circuit for cooling, wastewater treatment plant, sanitary water collection and treatment system, seawater discharge system and waste, storage and treatment system for oil water and sediments, treatment system for rain and stabilization water reception and treatment system.
The specialized companies provided have recognized international experience in the most complex systems and in improving sustainable solutions within water purification, energy, acids and other areas, which guarantee the availability and reliability of the equipment and continuous service. In line with the technology available for the new Talara refinery.
It is important to note that the contract of qualified suppliers for the operation and maintenance services of the sub-units will allow PetroPer to accumulate resources and efforts in the adequate start-up and operation of the process units connected with the main commercial oil refinery. The sub-units of the new Talara refinery are responsible for the production of secondary products such as water, steam, hydrogen, electrical energy and the conversion of sulfur gases into sulfuric acid, which is essential for the operation of the processing units of the refinery complex.
Within the international framework of industrial activities, including refining and petrochemicals, there is a trend for contract operation and maintenance services for non-business organizations.
The most important refineries in the world operate under this scheme, such as the ExxonMobil refinery in Rotterdam (Holland); El Paso Refinery in Texas (USA); ENAP refinery in Bio Bio (Chile); Valero Energy Refineries in Port Arthur, Texas and Bemex Refineries in St. Charles, Los Angeles (USA) and Maduro (Mexico); Among others.
Next call
The two sets of sub-units pending were related to the supply of hydrogen and nitrogen and the supply of electricity, steam and water to the boilers, which were part of the aforementioned contract requirement process; However, no techno-economic plans have been obtained.
With this in mind, Petroper plans to fulfill the call for re-contracting so that companies or associations of companies interested in participating can consult about the requirements on the SEACE page at www.seace.gob.pe.
The contract for operation of subdivisions and maintenance services is an important milestone before construction is complete, with the commissioning of the new Talara refinery operational units scheduled for the end of November. Currently, the project is in its final stages, registering 94.73% in advance.
